Windows Update KB4074588 has caused a problem with your USB Ports (Hub Drivers), you mosue and keyboard are fine . . .
If you tin get into Windows:
Get to Command Panel - Programs and Features - View installed Updates
Observe that update and uninstall information technology
If y'all cannot find that update:
Open Command Prompt equally Admin and copy the command beneath (depends on your system). and so in the Command window, right click to paste, then hit Enter to run the command
For 32bit Systems:
dism /online /remove-package /packagename:Package_for_RollupFix~31bf3856ad364e35~x86~~16299.248.1.17
For 64-scrap versions of Windows:
dism /online /remove-parcel /packagename:Package_for_RollupFix~31bf3856ad364e35~amd64~~16299.248.i.17
Shut Command and Restart your System
You must and so cease this update from installing again:

For 64bit Systems:
dism.exe /epitome:c:\ /remove-packet /packagename:Package_for_RollupFix~31bf3856ad364e35~amd64~~16299.248.1.17
Close Command and Restart your System

I was able to run the command for the x64 version and information technology candy thru to 100 percent then states: An error occurred - Package_for_Rollupfix Error: 0x800f0922
Error: 0x800f0922
Dism Failed
Restarted the system and I am in. It allows me to input my password. WooHoo. Tks for that info. I volition now complete what y'all also recommended. What a mess these Updates are becoming....

Yeah, sometimes updates can exist problematic.
Controlling Windows updates is somewhat difficult in Windows 10, but you lot tin see the options here:

If yous have Windows ten Pro version, Methods 4 and 5 are the best way to resolve this as Windows would always ask y'all to before downloading updates.
